since the second half of 2008, due to the impact of the international financial crisis, China's petrochemical products have experienced a phased imbalance between supply and demand, which is specifically manifested as: product prices have fallen, inventories have increased, corporate losses have risen, capital shortages, production and operation difficulties, and development capacity has weakened. However, from the perspective of actual demand analysis, China's consumption of petrochemical products is still in the growth period, the rigid demand for oil products, chemical fertilizers and pesticides exists for a long time, and the import volume of high-end petrochemical products is large. Therefore, accelerating the adjustment and revitalization of the petrochemical industry should be an urgent task at present, whether from the perspective of coping with the international financial crisis and maintaining economic growth, or from the perspective of improving the status of the petrochemical industry and reducing carbon dioxide emissions by 270 kg a year

on May 18 this year, the state officially announced the plan for the adjustment and revitalization of the petrochemical industry (hereinafter referred to as the plan), which aims to cope with the international financial impact, speed up the structural adjustment, realize the industrial upgrading, enhance the potential for development, and realize the transformation of the petrochemical industry from a big one to a strong one while trying to solve the current outstanding contradictions. To implement the plan, we should focus on five key points

define six goals and implement ten policies and measures

the plan puts forward six goals, 11 key tasks and 10 policies and measures to achieve the above goals and tasks for the adjustment and revitalization of China's petrochemical industry in the next three years, and defines the division of labor among various departments. We should focus on solving current and long-term problems and address both the symptoms and root causes. At present, the main problem is to stimulate domestic demand, improve the external environment, expand employment, help enterprises out of difficulties, and alleviate the impact of the international financial crisis. In the long run, we should focus on solving the deep-seated system and mechanism problems of the industry, promote structural adjustment, and lay the foundation for the development of the industry from big to strong

the 10 policies and measures proposed in the plan are not only conducive to maintaining stability and growth at present, but also a policy guarantee for seizing opportunities to promote structural adjustment. Among them, six measures, including increasing the reserves of chemical fertilizers, speeding up the implementation of oil reserves, strengthening credit policy support, improving oil tax policy, implementing fair tax policy and strengthening anti-dumping and anti smuggling, are policy measures to stabilize the current economic operation, expand the product market and solve the current difficulties of enterprises. They are also important measures to maintain growth. In addition, the four measures to increase investment in technological transformation, promote enterprise merger and reorganization, improve industrial development policies, and support the development of overseas resources are to focus on structural adjustment, solve the problems of the petrochemical industry's own development, ensure resource supply, and promote the sustainable development of the industry

Since the beginning of the 21st century, China's petrochemical industry has maintained rapid growth, continuously expanded its industrial scale and gradually improved its comprehensive strength. It has become a major producer and consumer of petrochemical products in the world. In 2008, China's petrochemical industry had 29700 enterprises, 5.21 million employees, total assets of 3.7 trillion yuan, output value of 5.5 trillion yuan, and industrial added value of about 1.25 trillion yuan, accounting for about 4% of the national GDP; The import and export trade volume reached 292.8 billion US dollars, accounting for 11.4% of the total import and export trade volume of the country; The import volume reached 164.9 billion US dollars, equivalent to about 20% of the industrial sales revenue; Realized a trade deficit of 36.9 billion US dollars; The completed investment is about 660billion yuan. In the total industrial output, the Yangtze River Delta, Bohai rim and Pearl River Delta account for about 2/3; Oil refining, ethylene, chemical fertilizer and high-end chemical products account for 80%; Large and medium-sized enterprises account for more than 50%; The supply and demand of 50% of the products are balanced, 30% of the products are in short supply, and 20% of the products are in oversupply

compared with advanced countries, China's petrochemical industry still has deep-seated contradictions and problems, such as large but not strong, extensive growth mode, unreasonable structure, lack of core technology, a large number of backward production capacity urgently to be eliminated, increased resource constraints, and weak comprehensive competitiveness. For example, China's refining ethylene capacity ranks second in the world, but the degree of intensive development is low. The layout of refining ethylene in the world's petrochemical industry powers is highly centralized, while China's refining ethylene production is spread over more than 20 provinces, autonomous regions and cities. At present, some coastal areas are still competing to carry out new distribution of refining ethylene projects, further dispersing the layout

therefore, the plan puts forward that industrial adjustment and revitalization must pay attention to "Four Combinations": first, adhere to the combination of stabilizing production operation and promoting industrial revitalization, and properly handle the current relationship between maintaining growth and sustainable development; Second, adhere to the combination of adjusting product structure and increasing effective supply, and properly handle the relationship between eliminating backward production capacity and meeting market demand; Third, we should adhere to the combination of accelerating technological transformation and promoting independent innovation, and properly handle the relationship between promoting industrial upgrading and encouraging technological innovation; Fourth, adhere to the combination of implementing major projects and adjusting industrial layout, and properly handle the relationship between industrial incremental development and stock optimization

taking the "Four Combinations" as the basic principle, we will focus on solving the long-standing deep-seated system and mechanism problems in the petrochemical industry, promote the adjustment of the organizational structure, technical structure, product structure and layout structure of the petrochemical industry, enhance international competitiveness and improve the overall level by improving industrial policies, setting access thresholds, establishing exit mechanisms, increasing investment in technological transformation, and promoting mergers and acquisitions

by strengthening technological transformation, eliminate backward production capacity and promote product structure adjustment. The direction and focus of technological transformation are to support the upgrading of oil quality, the structural adjustment of fertilizers and pesticides, and the development of high-end petrochemical products. Support the R & D, promotion and application of advanced technologies such as isoprene rubber, the industrialization of key technologies such as butyl rubber and caprolactam, and the construction of large-scale engineering technology localization demonstration projects such as ethylene

in accordance with the principle of controlling the total capacity and maintaining the balance between supply and demand, we will eliminate the backward oil refining units of 1million tons or less in the oil refining industry, guide the shutdown and conversion of the oil refining units of 1million tons to 2million tons, and prevent new oil refining projects in the name of asphalt and heavy oil processing. We will eliminate backward production capacity in the fertilizer industry by increasing the production capacity and reducing the production capacity. In accordance with administrative regulations, the pesticide industry will eliminate a number of high toxic and high-risk pesticide varieties. Accelerate the elimination of backward production capacity of calcium carbide, methanol and other products, and improve the level of pollution prevention and industrial development

in accordance with the development model of integration, park, intensification and industrial combination, optimize the industrial layout and upstream and downstream resource allocation, promote large petrochemical groups to carry out strategic cooperation, take the road of energy conservation, emission reduction and circular economy development, enhance international competitiveness, and promote the adjustment of industrial organization structure and layout structure. Promote enterprise merger and reorganization, guide large energy enterprises and nitrogen fertilizer enterprises to form strategic alliances, and realize complementary advantages. Support backbone phosphate fertilizer enterprises to improve their concentration through merger and reorganization. Support leading potash fertilizer enterprises to carry out industrial integration and promote the rational utilization of potash resources. Encourage advantageous pesticide enterprises to implement cross regional integration and strive to realize the upstream and downstream integration of technical drugs and preparations. We will support advantageous enterprises to merge and acquire backward and difficult enterprises, and accelerate the formation of an industrial organization system with a reasonable structure of large, medium and small enterprises and the cooperation of upstream and downstream enterprises in the industrial chain. Overall plan the layout of major projects and strictly control the new distribution of oil refining ethylene projects. Promote the coordination between industrial development and the planning of national main functional areas, strengthen the investigation and planning of environmental capacity, and guide the rational layout and clean development of the petrochemical industry. Strengthen the construction of chemical industry parks and guide enterprises to gather and develop. We will vigorously advocate economical production, cleaner production, safe production and sustainable development, and do a good job in pollution prevention and control of chromium salt, pesticides, dyes and other industries in key river basins such as the Yangtze River and the Huaihe River

take high-end chemical products as a breakthrough to form a new growth point

the structure of China's petrochemical products is not very reasonable, and the supply of high-end products in the petrochemical industry exceeds the demand, which requires a large number of imports; The proportion of middle and low-end products is large, and the supply exceeds the demand

the frontier technology reserve and industrialization of high-end petrochemical products, including some customized products, are insufficient. Production technologies such as polycarbonate mainly depend on the introduction, while the introduction of key technologies such as isoprene rubber is limited. Large scale and integration of complete sets of technical equipment such as million ton ethylene has not yet been localized. In 2008, the domestic ethylene equivalent self-sufficiency rate was less than 50%, the synthetic resin self-sufficiency rate was about 60%, and the self-sufficiency rate of high-end petrochemical products such as butyl rubber was less than 30%. More than 20% of caustic soda, soda ash and other products are surplus. Only about 15% of automotive gasoline and diesel meet the national III standard

therefore, the plan proposes to strengthen the research and development of key and cutting-edge technologies and enhance the supporting capacity of independent innovation for industrial development. Seize the opportunity to optimize resource allocation, reduce production costs, increase the proportion of medium and high-end products, promote product upgrading, enhance effective supply capacity, and meet the requirements of economic and social development. In the investment in technological transformation, we will focus on supporting the development of high-end chemical products, significantly improve the self-sufficiency rate of high-end petrochemical products, and strengthen and expand the high-end petrochemical industry

improving the guarantee capacity of agricultural means of supply and supporting agricultural production

developing agriculture is a basic national policy in China. Supporting agricultural production and ensuring the supply of agricultural means of supply is a key task of the petrochemical industry

at present, the fertilizer industry is in a difficult situation with weak demand and low prices. However, the digestion of high priced raw materials in the early stage has resulted in high costs and serious losses. At present, although China is self-sufficient in nitrogen and phosphorus fertilizers, the cost is high due to the constraints of raw material quality and import; Potassium fertilizer is seriously insufficient due to resource constraints

in addition, China's light reserve system has not been fully established, and the market regulation ability is not strong. The proportion of high-efficiency, low toxicity and low residue pesticides is low, and the seasonal consumption and supply network of agricultural diesel is not perfect

therefore, the plan proposes to enhance the guarantee capacity of agricultural means of production, increase the proportion of chemical fertilizer in raw material producing areas to 60%, and significantly reduce production costs. According to the characteristics of annual production and seasonal consumption of agricultural chemicals, chemical fertilizer reserves should be well prepared to basically meet the needs of market regulation, so as to significantly increase the proportion of high-efficiency, low toxicity and low residue pesticides. At the same time, support the technological transformation of chemical fertilizer and pesticide enterprises, adopt clean coal gasification and energy cascade utilization technologies, adjust the raw material and power structure of existing nitrogen fertilizer enterprises, realize the diversification of raw coal and reduce costs. Large scale nitrogen fertilizer production facilities should be properly built in energy producing areas to replace and replace backward production capacity. We will optimize the allocation of phosphate fertilizer resources, promote the comprehensive utilization of low - and medium-grade phosphate rock and sulfur, and continue to build three phosphate fertilizer bases in Yunnan, Guizhou and Hubei. Increase the exploration and development of domestic and foreign potash resources, scientifically plan the development of potash fertilizer bases in Qinghai and Xinjiang, and strengthen the development of potash mine symbiosis and associated resources
